Background
Our Client works to promote and protect the rights and well-being of every child in Kenya. Through the Child Survival and Development (CSD) outcome, our client supports national and county governments to deliver high-quality, integrated services across Nutrition, Health, Water, Sanitation and Hygiene (WASH),and Social and Behaviour Change (SBC).
Kenya has made important gains in reducing under-five mortality. However, persistent challenges -especially slow declines in neonatal mortality, high maternal mortality, malnutrition, and climate-related shocks—continue to undermine progress. Malnutrition remains widespread, with high levels of stunting, wasting, and micronutrient deficiencies. Inequities between counties and within populations remain stark.
Purpose of the Position
The County CSD Officer will strengthen county-level planning, implementation, monitoring, and accountability for integrated child survival and development interventions, with a strong focus on Nutrition, Health, and WASH.
The Officer will work directly with the County Health Management Team (CHMT), County Nutrition Coordinators, Public Health Officers, and WASH Focal Persons. They will ensure coordinated implementation of county workplans, support the uptake of evidence-based interventions, and facilitate integration between programmes and partners.
Reporting and Supervision

Daily Technical Supervision: Assigned County MOH officer (CNC, CPHO, CWC)

Dotted-Line Supervision & Oversight: Assigned Client’s ZO Programme Specialist
(Nutrition/Health/WASH/SBC)

Duty Station: County Health Offices (with frequent field travel) / or Client’s ZO
Key Responsibilities
An individual workplan will be developed during the induction phase, with responsibilities prioritized in line with the client’s strategic objectives and the specific needs of the assigned county. The generic responsibilities are outlined below:
A. Programme Planning, Coordination & Implementation
Support CHMT in planning, implementing, and coordinating county CSD activities, ensuring
Nutrition remains the backbone of integrated programming.
Facilitate harmonized execution of Health, Nutrition, SBC and WASH interventions across
facilities and communities.
Support implementation of Client’s-supported workplans, grants, and donor requirements.
Strengthen coordination across sectors and partners.
Promote and operationalize integrated service delivery platforms.
B. Data Management, Monitoring & Reporting
Strengthen county capacity for routine data collection, analysis, and use for decision-making.
Track key indicators across Nutrition, Health, and WASH.
Support DQA, RDQA, and DHIS2 review processes.
Develop dashboards, reports, and updates.
Identify bottlenecks and propose corrective actions.
C. Partnership & Stakeholder Engagement
Support establishment and monitoring of implementing partners.
Strengthen collaboration with UN agencies, NGOs, Faith Based Organizations and community
structures.
Represent the county and the Client in technical working groups.
Ensure community voices inform decision-making.
D. Capacity Strengthening
Organize trainings and mentorship for county and sub-county staff.
Strengthen capacity in planning, budgeting, and emergency preparedness.
Promote innovations in PHC and community engagement.
E. Communication, Knowledge Management & Documentation
Maintain a systematic repository of programme documents.
Document success stories, best practices, and lessons learned.
Support communication efforts internally and externally.
F. Emergency Preparedness & Response
Support county readiness for emergencies.
Facilitate assessments and response actions.
Contribute to integrated Health – Nutrition – WASH surge responses.
Provision of life-saving information and community engagement
Support community feedback to ensure Accountability to Affected Populations
G. Other Duties
Respond to evolving programme needs.
Perform any other assigned tasks.

Required Qualifications
Bachelor’s degree in Nutrition, Public Health, Environmental Health, Community Development, or Social Sciences.
Minimum 3 years of experience in Nutrition, Health, or WASH programmes.
Experience with county governments, NGOs, or UN agencies.
Experience in integrated programming is an advantage.
Experience working in a multi-national/multi-cultural environment is an added advantage
Good understanding of the local context is an asset
Understanding of devolved health systems.
Strong analytical and reporting skills.
Excellent communication and stakeholder engagement.
Proficiency in MS Office, DHIS2, and digital tools.
Updated county workplans.

Duration and Location
12-month renewable contract.
County-based, with regular travel to sub-counties and communities.
