Principal Officer, Collective Bargaining Negotiation
Job Purpose
- This position is responsible for execution of the Commission’s Strategy on Collective Bargaining Negotiations for the public sector and making appropriate recommendations.
Key Responsibilities/ Duties / Tasks
Managerial / Supervisory Responsibilities
- Ensure compliance on all statutory requirements, Government Circulars and Commission policies;
- Review the analysed data relating to Collective Bargaining Negotiations for Public sector institutions;
- Review the Collective Bargaining Negotiations (CBN) proposals based on appropriate parameters;
- Provide technical input to the development and review of training curriculum Collective Bargaining Negotiations;
- Contribute to the development and regular review of CBN guidelines;
- Provide input into the departmental work plan and compile budget estimates to inform the departmental planning process;
- Lead the development and performance management of staff that report to the position for the achievement of both individual and departmental goals;
- Carry out training needs assessment and propose training programmes for departmental staff;
- Mentor and coach staff that report to the position; and
- Identify and evaluate risks and implications of all of the departmental activities.
Operational Responsibilities / Tasks
- Implement policies, procedures and manuals on Collective Bargaining Negotiation processes;
- Undertake CBN analysis in consultation with the Ministry of Labour to ensure that CBN and Agreements are consistent with the mandate of the Commission;
- Conduct comparative analysis of the submitted Collective Bargaining Agreements as well as remuneration and benefits data against set parameters and make appropriate recommendations;
- Work closely with the Employment and Labour Relations Court to ensure that the Commission’s advice is obtained before CBAs are registered;
- Ensure consistency and uniformity on Labour Relations matters relating to remuneration and benefits in the public sector;
- Train, sensitize and provide technical support to public sector institutions to build capacity in Collective Bargaining Negotiations
- Liaise with the Ministry in charge of Labour and Social Protection as well as the Employment and Labour Relations Court on all ongoing and emerging CBN matters;
- Maintain an up to date CBA data base to ensure ease of retrieval, confidentiality and consistency in decision making;
- Prepare and submit monthly, quarterly and annual reports to the Head of Department;
- Provide feedback to enhance business processes and initiate process improvement to achieve operational excellence.
- Develop individual work plans, monitor own performance and seek requisite support to ensure delivery of agreed targets
Job Competencies (Knowledge, Experience and Attributes / Skills).
Academic qualifications
- Bachelor’s degree in Economics, Statistics, Human Resources, Public and Business Administration or other relevant field from a recognized university;
- Master’s degree in Economics, Statistics, Human Resources, Public and Business Administration or other relevant field from a recognized university is an added advantage;
Professional Qualifications / Membership to professional bodies
- Relevant Professional qualification where applicable.
- Membership to a relevant professional body where applicable and in good standing.
Previous relevant work experience required.
- Relevant work experience of at least eight (8) four (4) of which must be in a comparable position in a reputable organization.
Executive Secretary
Job Purpose
- This position is responsible for the provision of secretarial and administrative support in the office of the Chairperson, members of the Commission and the Commission Secretary to ensure services are provided effectively and efficiently.
Key Responsibilities/ Duties / Tasks

Operational Responsibilities / Tasks
- Oversee administrative and logistical matters to ensure seamless flow of the Commission’s activities;
- Avail office stationery;
- Manage e-office for effective research and processing of information;
- Utilizing office equipment;
- Attend to both internal and external clients and ensure they are satisfactorily served;
- Handle both outgoing and incoming calls;
- Handle customer/client enquires and complaints;
- Coordinate schedules of meetings and organize Commission and Committee meetings and ensure relevant materials for the specific meetings are in place;
- Manage the Executive’s official working diary appointments;
- Draft responses to correspondence for the Executive’s signature;
- Edit draft responses such as reports, minutes and presentations for the Executive’s approval;
- Coordinate travel arrangements including itinerary, clearance, tickets and other related requirements;
- Safeguard office records, equipment and documents including classified materials;
- Safeguard the integrity and confidentiality of data;
- Maintain an up-to-date filing system in the office to facilitate ease of retrieval of documents;

Human Resource Assistant
Job Purpose
- This position is responsible for providing administrative and transport logistics services to Human Resource and Administration department for seamless operations of the Commission.

Operational Responsibilities / Tasks
- Update human resource employees’ data base and leave roaster;
- Receiving, sorting, filing and dispatching of mails;
- Coordination of transport logistics functions;
- Dissemination of human resource information internally;
- Document data on human resource metrics;
- Support the recruitment process by gathering applicant’s background information, assisting in interview processes, follow up with successful candidates, opening of new employee files and assisting in orienting new employee to the organization;
- Performing file audits to ensure that all required employee documentation is collected and maintained;
- Develop individual work plans, monitor own performance and seek requisite support to ensure delivery of agreed targets;
- Filling monthly vehicle returns and signing of work tickets where applicable;
- Maintaining of updated asset records and equipment inventory;

Supply Chain Assistant
Job Purpose
- This position is responsible for supporting the administration of the procurement process, in compliance with accordance with the Public Procurement and Asset Disposal Act (PPADA), 2015 and Public Procurement and Asset Disposal R egulations (PPADR), 2020.

- Distribute to suppliers the tender documents, request for quotation and proposal documents, registration of suppliers documents;
- Post tender notices, tender documents, Expression of Interest and any other relevant information to the Public Procurement Information Portal (PPIP), Commission website and Information Financial Management Information System (IFMIS);
- Coordinate the receiving and opening of quotations, request for proposals and tender documents;
- Creation of new users in the PPIP portal and administer the portal on behalf of the Commission;
- Creation of suppliers in the PPIP portal and administer the portal suppliers on behalf of the Commission;
- Create payments of all pending bills in the IFMIS System;
- Preparation of draft artwork and tender notices for advertising on dailies;
- Provide secretarial services to the opening committee;
- Drafts the local purchase orders (LPO) and local service orders (LSO);
- Assist in the evaluation of tenders, quotation and proposal documents;
- Post all documentation on the IFMIS system on the receive and inspect goods and services;
- Expedite on the deliveries of goods and delivery of services;
- Assist in the inspection and acceptance of goods and services received and preparation of Inspection and Acceptance report;
- Records all goods received in the Goods Received Notes (GRN), bin card, IFMIS system and any other relevant record;
- Attach all relevant documents to support payment of suppliers vouchers;
- Receive and distribute appropriately airtime to the Commission members and staff;
- Ensure proper inventory of procured assets and boarded stores due for disposal and preparation of the reports;
- Ensure that the store is well organized to enhance easy access to goods, efficient utilization of space, and easier administration of the store operations that safety security management;
- Issue and record goods issued to users as per the requests in a timely manner to the appropriate department;
- Monitor stock levels and raise internal purchase requests for the stock replenishment;
- Receives and records invoices, delivery notes, internal requisition purchase forms, and any other relevant document on behalf of the department;
- Assist in the periodic and annual stock taking for prudent inventory management
- Assist in the development of the periodic reports for submission to the National Treasury, PPRA, Ethics and Anti- Corruption Commission on matters relating to procurement and asset disposal;
- Filing and safeguarding all procurement proceedings; and
- Implement the department risk management framework

Academic qualifications
- Diploma in Purchasing and Supply Chain Management from a recognized institution.
Professional Qualifications / Membership to professional bodies
- Members of Kenya Institute of Supply Management (KISM).
- Valid practicing license from KISM.
