Job Description:

Project Officer-Resilience

The Role:

The Resilience Officer will provide technical leadership and day-to-day implementation of Disaster Risk Reduction (DRR), Community-Based Disaster Risk Management (CBDRM), Early Warning Systems (EWS), Anticipatory Action (AA), flood preparedness, resilience building, and community governance interventions under the RESTORE Project. The position will work closely with communities, government counterparts, and consortium partners to strengthen community resilience to recurrent floods and climate-related shocks through locally led, sustainable, and evidence-based approaches.

The officer will support the establishment and strengthening of CBDRM committees, facilitate community resilience planning, coordinate early warning dissemination, support anticipatory action implementation, promote community-led flood mitigation initiatives, integrate Nature-based Solutions (NBS) where appropriate, and strengthen community ownership of resilience investments. The role will also contribute to monitoring, learning, reporting, and coordination with relevant government institutions and humanitarian actors.

Key Responsibilities:

Community Resilience Programming

  • Lead implementation of community resilience activities across RESTORE target communities.
  • Facilitate establishment and strengthening of Community-Based Disaster Risk Management (CBDRM) Committees.
  • Support development and implementation of Community Action and Adaptation Plans (CAAPs).
  • Facilitate participatory risk assessments, hazard mapping, and resilience planning.
  • Promote community ownership and sustainability of resilience investments.
  • Strengthen linkages between communities, local authorities, and sector ministries.
  • Support formation and strengthening of Water User Associations (WUAs) and other community governance structures where applicable.

Disaster Risk Reduction & Flood Preparedness

  • Coordinate implementation of DRR activities in flood-prone communities.
  • Support identification and monitoring of flood hotspots, weak embankments, canal breakages, and high-risk infrastructure.
  • Coordinate community-led flood mitigation activities including embankment reinforcement, canal rehabilitation, drainage improvement, and emergency preparedness.
  • Support development and periodic review of flood contingency plans.
  • Coordinate preparedness drills and simulation exercises.

Early Warning & Anticipatory Action

  • Coordinate dissemination of impact-based early warning information.
  • Monitor weather forecasts, river levels, and trigger indicators from SWALIM, FAO, government, and other forecasting agencies.
  • Support activation and implementation of Anticipatory Action interventions.
  • Facilitate community preparedness meetings before Gu and Deyr rainy seasons.
  • Strengthen community capacity to interpret forecasts and implement early actions.

Community Engagement & Capacity Building

  • Conduct training for CBDRM committees, community volunteers, local authorities, and community leaders.
  • Facilitate awareness campaigns on flood preparedness, climate resilience, environmental protection, and disaster risk reduction.
  • Strengthen participation of women, youth, and vulnerable groups in resilience activities.
  • Promote community co-financing and local resource mobilization.

Coordination & Partnership

  • Represent World Vision in district-level DRR, Early Warning, and flood coordination meetings.
  • Coordinate closely with MoHADMA, Ministry of Agriculture, district authorities, SWALIM, ABC, and consortium partners.
  • Strengthen collaboration with local government on resilience planning and preparedness.

Monitoring, Documentation & Reporting

  • Prepare monthly, quarterly, and donor reports.
  • Document lessons learned, success stories, and best practices.
  • Support resilience assessments, baseline surveys, post-event assessments, and evaluations.
  • Maintain accurate project databases and activity records.
  • Contribute to knowledge management and learning.

Essentials:

  • A Bachelor’s degree in Disaster Management, Environmental Science, Civil Engineering, Agricultural Engineering or any other related fields.
  • At least 3 years of experience implementing DRR, resilience, climate adaptation, humanitarian, or community development programmes.
  • Demonstrated experience in Community-Based Disaster Risk Management (CBDRM).
  • Experience in Early Warning Systems and Anticipatory Action programming.
  • Experience working in flood-prone or riverine communities.
  • Experience working with humanitarian organizations, particularly in early warning or DRR programs.
  • Familiarity with disaster management frameworks and tools.
  • Strong analytical and report-writing skills.
  • Ability to work in a challenging environment with multiple stakeholders
  • Fluency in English and Somali
  • Solid experience in training and capacity building experience, particularly using participatory approaches and methods in for training
  • Strong written and verbal communication skills for training, reporting, and engaging stakeholders

Working Environment:

The position is field-based in Jowhar, Hirshabeele State with frequent travel to field operation areas required.
