RoleThe Information, Counselling and Legal Assistance (ICLA) Technical Officer will be responsible for the day-today implementation of ICLA activities, community outreach and provision of legal services on legal identity, internally displaced persons registration, housing, land and property rights in particular with regards to Real Estate, Construction and Land Law - and to ensure synergies with other NRC Core Competencies and access to services. The ICLA Technical Officer will also conduct capacity building activities at internal and external level, and conduct legal monitoring, research, analysis and reporting. ResponsibilitiesGeneric responsibilities:Ensure compliance with NRC policies, guidelines, standards and donor requirements.Ensure adherence to ICLA strategy, tools, handbooks, guidelines and standards.Implement legal activities according to established plan of action.Promote and share ideas for technical improvement and further program development.Ensure that projects target project participants most in need, and explore and assess new and better ways to assist.Contribute to the identification of legal protection needs to inform programming and advocacy. Specific responsibilities:Conduct outreach activities to identify key locations for legal aid delivery.Organize and conduct individual / group information sessions.Provide individual and tailored legal counselling.Provide legal assistance and representation for selected cases, according to ICLA criteria.Ensure effective and appropriate legal case management and quality of legal aid provision.Provide services in person or through remote modalities.Conduct housing, land and property due diligence activities in close coordination with the NRC Shelter programme.Ensure safe identification and referral of persons in need of a specific service.Develop informational, educational and training materials on legal protection issues.Prepare, organize and facilitate capacity building activities.Participate in needs assessments and feasibility studies, conduct analysis of legal protection trends and propose adaptation of the response.Conduct legal research and analysis.Provide inputs to legal and advocacy documents (i.e briefing notes, case studies).Contribute to the development of tools and procedures.Contribute to strengthening of local capacities of partners and key stakeholders.Coordinate activities with other NRC programmes.Coordinate activities with local authorities, NGOs, UN Agencies and other actors regarding legal aid provision.Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms and other tools) according to NRC internal procedures.Assist with administrative/logistics/finance tasks whenever required.Prepare weekly and monthly plans and reports, upon agreement with line manager.Perform any other tasks as requested by ICLA Project Coordinator /Project Manager. In the event of an accident, the driver shall ensure that all steps, rules and regulations are followed, including filling in the incident report.The driver is responsible for cleaning and performing the daily check on the vehicle and shall ensure that it is in a safe running condition. He/she is also responsible for checking the oil level, water level, batteries, brakes, tyres, etc; and that the vehicle is at all times equipped with a first aid kit, a good spare tyre and all prescribed tools and equipment. He/she will report promptly and in writing to NRC is some tools are missing.The driver is responsible for logging in (on the logbook) all trips and ensuring that other drivers that may use the vehicle do the same.
