Finance Officer – (National candidate only)

Overview

The Finance Officer is responsible for controlling the expenses made by SCI project team/partner to ensure the expenditures are incurred in according with approved budget, in line with SCI/donors policies, procedures and cost efficiency and effectiveness. S/he will work hand-in hands supporting CO finance team and project team to ensure Finance vouchers have appropriate codings (Account, Project, Cost Center, Budget, SOF, DRC, etc).

Role purpose

The Finance Officer is responsible for controlling the expenses made by SCI project team/partner to ensure the expenditures are incurred in according with approved budget, in line with SCI/donors policies, procedures and cost efficiency and effectiveness. S/he will work hand-in hands supporting CO finance team and project team to ensure Finance vouchers have appropriate codings (Account, Project, Cost Center, Budget, SOF, DRC, etc).

The post holder will work closely with country finance coordinator for partnership and ECHO project Coordinator to build capacity of partner staff to ensure partner has sound financial managements that meet SCI and ECHO requirements.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Note: ECHO-funded regional project: “Enhancing People-Centred Disaster Preparedness and Early Warning in the Lower Mekong by Strengthening Connections Between Vulnerable Communities and Disaster Risk Management Systems in Cambodia, Laos, Thailand and Vietnam.

Qualifications and experience

  • A Bachelor degree in relevant subject from an accredited University
  • At least bachelor degree in Accounting/Management/Administration or equivalent

Experience And Skills

  • Minimum 3 years of similar working experience, preferably with NGO and INGO
  • Experiences in working with NGO or sub-grant partners
  • Good team work with related field and other project staff
  • Fluently in English and Khmer and proficiency in Microsoft Office
  • Proven strong accounting and analytical skills, good attention to detail
  • Sound knowledge administrative affair and procurement process.
  • Good communication skill
  • Strong commitment to the organisation and highly motivated person
  • Good interpersonal skills and ability to work in an international environment

Contract length: 20 months - Fixed Duration Contract (FDC). Renewable depending on donor budget.
