Read more belowTHE ROLE:KEY AREAS OF ACCOUNTABILITY:Strategic Leadership & Program OversightLead overall project planning, implementation, and project performanceEnsure integration across all objectives: Policy & advocacy, behaviour change, Child protection systems, and LivelihoodsEnsure alignment with national child labour frameworks and CP Minimum Standards.Policy Engagement & AdvocacyLead engagement with MGLSD, National Steering Committee, Parliament, and MDAsCoordinate Policy dialogues and advocacy initiativesOversee development of Policy briefs, fact sheets, and evidence productsLead district budget advocacy and financing discussions.Stakeholder Coordination & Partnerships.Manage high-level relationships with the Government at the district level, the private sector (coffee companies, cooperatives), UN agencies, CSOs, and donors.Represent the project in CP coordination forums, Child labour platforms, and ensure effective multi-stakeholder collaboration.Lead engagement with coffee value chain actors on Child Rights and Business Principles (CRBP) and Human Rights due diligence.Oversee the development of company commitments and MOUs, Child labour policy development within companies, and ensure integration of traceability and compliance mechanisms.Technical Quality Assurance.Ensure quality implementation of Case management systems and referral pathways, and Community structures and PSW strengthening.Provide technical guidance on Child protection standards, Safeguarding, and risk mitigation.Ensure ethical programming and “do no harm” approaches.Team Management & Capacity Building.Supervise Project Officers and other child protection field teamsProvide coaching, mentoring, and performance managementSupport capacity Building of staff and partners on Child labour, Case management, advocacy, and coordination.Monitoring, Evaluation, Accountability, and Learning (MEAL)Oversee project monitoring framework and indicators.Ensure quality data collection, analysis, and reporting.Lead Learning reviews, documentation of impact, and best practices.Use data to inform adaptive management.Risk Management & SafeguardingIdentify and manage programmatic and safeguarding risksEnsure incident reporting and response mechanisms are functionalMaintain oversight of ethical concerns and complianceFinancial OversightOversee budgets and ensure efficient resource utilizationApprove expenditure aligned with project objectivesEnsure donor compliance and reporting requirements are met.Other Duties:Adhere to the Child Protection Policy, Safeguarding policy and Code of Conduct.Consistently and proactively, monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to the Project Manager and liaising with external parties as required to maintain/enhance the security environment for the program.Other duties as assigned by the project manager to enable and develop the program.To be a strong supporter and advocate for children in this role you will need to have:QUALIFICATIONS AND EXPERIENCEEssentialAt least a bachelor’s in social work, human rights, or related field preferred and diploma/certificate in Child Protection as an added advantage.At least 5 years’ experience of implementing child protection system strengthening with similar responsibilities in humanitarian or development settings.Good understanding of the national social welfare systems, alternative care systems, juvenile justice system and child protection mechanisms.Experience in capacity building, conducting trainings, on-the-job coaching, and technical supervision.Experience in community mobilization and conducting outreach activities, including the ability to work on supporting case management work for children at risk.Excellent writing, facilitation, and organizational skills.Strong drive for results and ensuring timely delivery of quality products.Experience working with case files and databases and providing regular documentation.Ability to work individually and within a team.Good analytical, problem solving and project planning skills.Able to communicate clearly and strategically with internal and external stakeholders as a representative. Livelihoods Program Implementation (Objective 4)a) Farmer Cooperative and Producer Group StrengtheningMobilize and support farmers to form or join smallholder producer associations and cooperatives (Activity 4.1.1).Facilitate training on collective marketing, bargaining power, and access to agricultural inputs.Link farmer groups to existing government extension services and private-sector buyers.b) Financial Inclusion and Access to Finance.Identify and map existing financial service providers in target sub-counties (SACCOs, MFIs, banks, government schemes).Link vulnerable households and youth to government funding opportunities (PDM, Emyooga, Women Empowerment Fund, Operation Wealth Creation) (Activity 4.1.2).Conduct financial literacy training for households and youth groups (Activity 4.1.5 and 4.2.1).c) Youth Skills Development and Employment Pathways.Identify, mobilize, and refer out-of-school children and youth engaged in child labour to viable vocational training centres (Activity 4.1.3).Coordinate delivery of Life Skills for Success training for youth withdrawn from child labour (Activity 4.1.4).Support youth who complete vocational training to access start-up capital, enterprise development support, or decent wage employment (Activity 4.1.6).Track and document youth transition pathways from training to employment or self-employment.d) Livelihood Diversification.Train and provide starter kits for vulnerable households in climate-resilient, diversified livelihood options (e.g., beekeeping, mushroom cultivation, small livestock, improved poultry, horticulture) as a buffer against coffee income volatility.Ensure diversification activities are aligned with market demand and environmental sustainability.e) Village Savings and Loan Associations (VSLAs) with Anticipatory Funds.Establish and train 120 VSLA groups across target sub-counties (Activity 4.2.2).Integrate an anticipatory fund mechanism within each VSLA to provide emergency loans or grants during shocks (drought, flood, crop failure, illness, price crash).Train VSLA leadership on governance, record-keeping, and fund management.f) Shock-Responsive Cash Transfers.Identify and verify households eligible for shock-responsive cash transfers during emergencies (Activity 4.2.3).Coordinate with the MEAL team to conduct post-distribution monitoring (Activity 4.2.4).Ensure cash transfers are linked to child protection outcomes (e.g., preventing school withdrawal or child labour during crises).2. Cross-Objective Integration (with Child Protection & Private Sector)Work closely with the Child Protection Officer to ensure that households receiving livelihoods support are those with children identified as at-risk of or engaged in child labour.Coordinate with the Private Sector Engagement Officer to link farmer cooperatives and youth enterprises to ethical buyers and certification schemes, (Rainforest Alliance, Fairtrade).Participate in joint household visits to assess economic vulnerability and develop integrated case plans.Ensure that livelihoods interventions are gender-sensitive (targeting women-headed households) and disability-inclusive.3. Monitoring, Documentation, and ReportingCollect and maintain accurate dat-orienelihoods indicators as per the logframe.Document success stories, case studies, and lessons learned from livelihoods interventions.Contribute to monthly, quarterly, and annual donor reports.Participate in baseline and endline household surveys conducted by the MEAL team.Support the MEAL team in post-distribution monitoring and VSLA functionality assessments.4. Coordination, Partnerships, and Capacity Building.Establish and maintain relationships with:- Local government: Sub-county production officers, community development officers (CDOs), district commercial officers.- Financial service providers: SACCOs, MFIs, Post Bank, Stanbic Bank, and government scheme officers (PDM, Emyooga).- Private sector: Coffee exporters, input dealers, processors, and certified buyer programs.- Training institutions: Vocational training centres, technical and vocational education and training (TVET) providers.Represent SCI in district-level livelihoods working groups and coordination meetings.Train VSLA mentors and community-based volunteers on savings group methodology, anticipatory funds, and child labour linkages.Build the capacity of partner CSOs and farmer cooperative leaders on financial literacy, enterprise development, and shock-responsive programming.To be a strong supporter and advocate for children in this role you will need to have:QUALIFICATIONS AND EXPERIENCEEssentialAt least bachelor’s degree in agriculture economics, Agribusiness, Development Economics, Rural Development, Business Administration, Social Sciences, or a related field. Master's degree in a relevant discipline (desirable).At least 3 years of experience implementing livelihoods, resilience, or economic strengthening projects with an NGO, government, or private sector.Experience working in coffee-growing communities or agricultural value chains (desirable).Demonstrated experience establishing and training VSLAs, savings groups, or cooperatives.Experience with digital savings group platforms (desirable).Experience implementing cash or voucher assistance (CVA), preferably shock-responsive or humanitarian cash.CALP-certified in cash and voucher assistance (desirable).Experience delivering vocational skills training, life skills, or enterprise development for youth employment.Experience with the Life Skills for Success common approach (desirable).Awareness of the link between household poverty, economic shocks, and child labour.Previous experience on child labour prevention projects (desirable).Ability to train adults and youth on savings, budgeting, loans, and financial planning.Communication skills: Excellent oral and written English; ability to communicate in Lukonzo or Rutooro (languages of Kasese is desirable).Experience facilitating participatory training for farmers, youth, and community groups. Synchrolift Mechanic / Rigger / Diver at Amentum Synchrolift Mechanic / Rigger / Diver at Amentum Principal AccountabilitiesAssists in the planning and execution of underwater surveys and mission recovery operations.Operates hyperbaric chamber, as required.Acts as a tender for hyperbaric medical treatments. Performs scheduled, unscheduled or emergency maintenance and repairs on equipment assigned to Dive Locker.Performs assigned tasks in an underwater vessel and in confined spaces.Operates vessels assigned to the Dive Locker as required based on training.Ensures the appropriate use of personal protective equipment for the job task being performed.Repairs and maintains all local buoys and moorings.Performs other related duties as assigned. Knowledge & SkillsWorking knowledge of using a variety of hand tools such as drills, torches and welding equipment typically required for water vessel repair.Ability to work with little supervision and displaying mature judgment.Understanding and following directions.Able to work cooperatively and safely with others on common projects.Additional knowledge/skill requirements may be required by assignment or contract.Experience & EducationMinimum of three (3) years previous commercial diving experience preferred.High School Diploma or equivalent. Graduate of a U.S. certified commercial diving or U.S. military diving school.Ability to pass a diving physical consistent with OSHA Commercial Diving Regulations (29 CFR 1910, Subpart T) or U.S. Coast Guard Regulations (46 CFR 197, Subpart B).Must possess a valid driver's license with suitable driving record.Additional experience/education may be required by contract or assignment.Physical Requirements/Working EnvironmentWork assignment may include extended periods of time off shore.Living and working conditions at the assignment location could be remote and uncomfortable.Long hours, exposure to weather and hazardous conditions.Personnel should be aware of moving on short notice and under adverse conditions.
